Sector Space assignments in the Zeta Andromedae and Beta Ursae sector blocks, after unlocking the Paradan chain.
Recruit Labor to Aid Paradan Colonization Team is the final assignment in the Paradan Colonial Team chain. After the prerequisite site survey is complete, it can reappear in the specified sector blocks and accepts five civilian Duty Officers. This is useful when you have bound civilians you cannot trade or promote. The assignment returns a displayed reward and can support Recruitment commendation progress; do not spend colonists or prisoners if they are needed for other assignments.
Complete Assist Paradan Colonization Team with Site Survey and the preceding chain steps.
Have five available civilian Duty Officers for the assignment slots.
Assignment is currently visible in the relevant sector block.
Open the Duty Officer assignment list while in a supported sector block.
Locate Recruit Labor to Aid Paradan Colonization Team.
Inspect the five required civilian slots and the displayed success conditions.
Select bound civilian officers that you otherwise cannot use; avoid assigning scarce colonists or prisoners needed elsewhere.
Start the assignment and let its displayed duration complete.
Return to the assignment list and collect the reward and any Recruitment commendation progress shown.
Repeat if more bound civilians are available and Recruitment progress remains a goal.

The assignment is described as impossible to fail, but use the displayed outcome and reward panel for the current instance.
Civilian officers with useful traits may improve the critical outcome chance; use them when the extra commendation progress is valuable.
Repeat, collect and use
Repeatable after the chain prerequisite is completed, whenever the assignment appears and five civilians are available. It is a limited-use sink based on your civilian roster, not an unlimited currency farm.
