Operation 17-17 is a possible target only when its in-game reward preview shows scrip for your current event state. The route is a repeatable stage-clear and shop loop, not a claim about its material drops.

If Factory scrip appears, deploy a squad that can satisfy the stage clear condition reliably.
Complete 17-17 and claim the result screen rewards.
Check your Factory scrip balance in the event interface.
Open the Unlicensed Clinic exchange and compare its listed items with your needs.
Buy a target item if your balance is sufficient; otherwise return to eligible stages.
Recheck the reward preview if the event or your progression state changes.
