Where to farm
Iron, Copper, and Stone Citadels at the ends of their Atlas paths; use their fragments at the Burning Citadel.
Reaching the Arbiter is a longer Atlas progression objective. Follow map routes to the Iron, Copper, and Stone Citadels, which sit at the ends of their respective Atlas paths. Defeat each Citadel boss to collect its Crisis Fragment. Once you have one of each, travel to the Burning Citadel for the Arbiter encounter. This route requires exploration and preparation for demanding boss fights; fragments are specific to their Citadel and cannot be substituted by ordinary map drops.
Reach high-tier Atlas progression and reveal routes toward the Citadels.
Have suitable Waystones and a build capable of Citadel boss encounters.
Prepare for the Arbiter before assembling and spending the fragments.
Explore Atlas maps to reveal routes leading toward Citadels.
Follow an Atlas route to the Iron Citadel and open it with a suitable Waystone.
Defeat its boss and collect the Crisis Fragment.
Repeat at the Copper and Stone Citadels, collecting their distinct fragments.
Check your inventory to confirm you have all three types.
Locate and enter the Burning Citadel using the complete set.
Challenge the Arbiter and collect rewards if successful.

Repeat, collect and use
Each Citadel provides its specific fragment as a limited encounter reward. Further Arbiter attempts require another complete set when renewed Citadel access is available; ordinary maps do not substitute for these fragments.
Common mistakes
Searching ordinary maps for Crisis Fragments; target the named Citadels at the ends of Atlas paths.
Opening a Citadel with modifiers your build cannot handle; check the Waystone and prepare first.
Going to the Burning Citadel without all three distinct fragments; verify the set before committing.
When to stop or switch
Stop Citadel farming when the set is complete and you are ready for the Arbiter. If the fight exceeds your build, continue gearing before spending the fragments.
