Flax is a Plains crop and a renewable crafting material when part of each harvest is saved for replanting.

Start with flax collected in the Plains, then cultivate it in the same biome. Flax itself is the planting input, so save part of the harvest before using the rest for crafting. A secure plot lets you repeat the crop cycle without returning to a village for each batch.
Repeat while flax is reserved for planting. Each crop batch is harvested once and must be replanted.
Stop expanding the plot when harvests cover current recipes and leave enough flax to restart the next batch.
